Reuben Pinner of Pinner Development Group plans a 19-unit, 27,614 sq. ft. residential building at 246 West 18th Street in Chelsea, Manhattan. The 11-story project replaces a stalled plan for a 35-unit development by prior owner Joseph Nabavi, who sold the site for 10.5 m through bankruptcy. Pinner secured a 16 m construction loan from SME Capital Ventures to begin the project.
